The Superintendent shall recommend for adoption policies designed to maintain a satisfied and efficient staff. The Board recognizes that such a staff maintains an improved educational program. Furthermore, the Board is interested in its employees as individuals. As an employer, it recognizes its responsibility for promoting the general welfare of the employees.
